CS-VLA 51 Take-off ED Decision 2003/18/RM (a) The distance required to take-off from a dry, level, hard surface and climb over a 15 metre obstacle must be determined and must not exceed 500 metres. (b) This must be determined, in a rational and conservative manner, with - (1) The engine operating within approved operating limitations; and (2) The cowl flaps in the normal takeoff position. (c) Upon reaching a height of 15 metres above the take-off surface level, the aeroplane must have reached a speed of not less than 1.3 VS1. (d) The starting point for measuring take-off distance must be at rest except for seaplanes and amphibians where it may be a point at which a speed of not more than 5,6 km/h (three knots) is reached.
