21.A.703 Eligibility Regulation (EU) No 748/2012 (a)    Any natural or legal person shall be eligible as an applicant for a permit to fly except for a permit to fly requested for the purpose of point [21.A.701](#_DxCrossRefBm1649097379)(a)(15) where the applicant shall be the owner. (b)    Any natural or legal person shall be eligible for application for the approval of the flight conditions.
