145.1 Competent authority Regulation (EU) 2021/1963 For the purpose of this Annex, the competent authority shall be: 1. for organisations that have their principal place of business in a territory for which a Member State is responsible under the Convention on International Civil Aviation, signed in Chicago on 7 December 1944 (“the Chicago Convention”), the authority designated by that Member State, or by another Member State in accordance with Article 64 of Regulation (EU) 2018/1139, or the Agency if the responsibility has been reallocated to the Agency in accordance with Articles 64 or 65 of Regulation (EU) 2018/1139; or 2. for organisations that have their principal place of business outside a territory for which a Member State is responsible under the Chicago Convention, the Agency.
