GM1 21.B.433(e) Findings and corrective actions; observations ED Decision 2023/014/R DIFFERENTIATION BETWEEN A āLEVELĀ 2 FINDINGā AND AN āOBSERVATIONā āFindingsā are issued for non-compliance with the Regulation, with the organisationās procedures and manuals, or with the certificate including the terms of approval, whereas āobservationsā may be issued to an organisation that remains compliant with the Regulation while additional input to the organisation could be considered for continuous improvement (see pointsĀ (1), (2) andĀ (3) of pointĀ [21.B.433](#_DxCrossRefBm1649096868)(e)). The competent authority may decide to issue a levelĀ 2 finding when the observations process is not managed correctly or overlooked (see pointĀ [21.A.258](#_DxCrossRefBm1649097373)(c)).
