AMC1 21.B.240 Changes in production management system ED Decision 2023/014/R APPLICATION FOR SIGNIFICANT CHANGES OR A VARIATION OF SCOPE AND TERMS OF THE POA (a) The competent authority should have adequate control over any changes to the personnel specified in points [21.A.145](#_DxCrossRefBm1649096920) (c)(1) and (c)(2). Such changes in personnel will require an amendment to the exposition. (b) When an organisation submits the name of a new nominee for any of the personnel specified in points [21.A.145](#_DxCrossRefBm1649096920) (c)(1) and (c)(2), the competent authority may require the organisation to produce a written résumé of the proposed person. The competent authority should reserve the right to interview the nominee or call for additional evidence of their suitability before deciding upon the nominee being acceptable. (c) For changes requiring prior approval, in order to verify the organisation’s compliance with the applicable requirements, the competent authority should conduct an audit of the organisation, limited to the extent of the changes, and determine whether the organisation needs to provide a safety risk assessment. (d) If required for verification, the audit may include interviews and inspections carried out at the organisation’s facilities. (e) The competent authority should receive an application for any significant changes or for a change to the terms of approval of the POA on an EASA Form 51 completed by the applicant. (f) The applicable part(s) of EASA Form 56 should be used to document the assessment of any changes to the POA.
