21L.A.81 Scope Regulation (EU) 2022/1358 This Subpart establishes the procedure for natural or legal persons other than the holder of that type certificate for applying for the approval of major changes to type certificates, issued under [Annex I](#_DxCrossRefBm1649096844) (Part 21) or this Annex, of products within the scope of point [21L.A.21](#_DxCrossRefBm1649097718), provided that the changed product is still within the scope of that point, and establishes the rights and obligations of the applicants for, and holders of, those certificates.
