21L.A.1 Scope Regulation (EU) 2022/1358 This Section establishes general rights and obligations that are applicable to: (a)     the applicant for, and holder of, any certificate issued or to be issued in accordance with this Annex; (b)     any declarant of design or production capability or of design compliance; and (c)      any natural or legal person issuing a statement of conformity for an aircraft, or an authorised release certificate ([EASA Form 1](#_DxCrossRefBm1649096870)) for an engine, propeller or part produced.
