AMC11 ATS.TR.210(a)(3) Operation of air traffic control service ED Decision 2020/008/R START-UP TIME PROCEDURES (a) Start-up time procedures should be implemented where necessary to avoid congestion and excessive delays on the manoeuvring area or when necessary to comply with applicable air traffic flow management (ATFM) regulations. Start-up time procedures should be contained in local instructions and should specify the criteria and conditions for determining when and how start-up times should be calculated and issued to departing flights. (b) When so requested by the pilot prior to engine start, the aerodrome control tower should give an expected take-off time, unless engine start-up time procedures are employed. (c) A start-up clearance should only be withheld under circumstances or conditions specified by the air traffic services provider. (d) If a start-up clearance is withheld, the aerodrome control tower should advise the flight crew of the reason.
