AMC1 ATS.TR.155(b)(2)(i) ATS surveillance services ED Decision 2020/008/R FACTORS DETERMINING THE NUMBER OF AIRCRAFT SIMULTANEOUSLY PROVIDED WITH AIR TRAFFIC CONTROL SERVICE USING ATS SURVEILLANCE SYSTEMS When determining the number of aircraft simultaneously provided with ATS surveillance services, the air traffic services provider should take into account, as a minimum: (a) the structural complexity of the control area or sector concerned; (b) the functions to be performed within the control area or sector concerned; (c) assessments of air traffic controller workloads, taking into account different aircraft capabilities, and sector capacity; and (d) the degree of technical reliability and availability of the primary and backup communications, navigation and surveillance systems, both in the aircraft and on the ground.
