3.8 To whom should organisations report occurrences? GM to Reg. (EU) No 376/2014 and its IRs <table border="1" cellpadding="0" cellspacing="0"><tr><td valign="top" width="599"><p align="center">Key principle</p><p>Organisations are required to report occurrences to their competent authority.</p></td></tr></table> In most cases, the competent authority is the one which has certified or approved the organisation. <table border="1" cellpadding="0" cellspacing="0"><tr><td valign="top" width="601"><p>Examples:</p><p>Design organisations approved by EASA: EASA is the competent authority.</p><p>Air operators certified by a Member State: that Member State is the competent authority.</p><p>In a situation where an organisation has two AOC under two different States (State A and B), it shall report occurrences involving aircraft operating under the State A AOC to State A competent authority and occurrences involving aircraft operating under the State B AOC to State B competent authority.</p></td></tr></table> For organisations which are not certified or approved, the competent authority is the State in which the organisation is established. <table border="1" cellpadding="0" cellspacing="0"><tr><td valign="top" width="601"><p>Example:</p><p>A ground handling organisation reports its occurrences under Regulation 376/2014 to the State in which it is established.</p></td></tr></table>
