Article 3 – Authorisations Regulation (EU) 2023/659 Third country operators shall only engage in commercial air transport operations into, within, or out of the territory subject to the provisions of the Treaties if they comply with the requirements of [Annex 1](#_DxCrossRefBm947570887) and hold an authorisation issued by the Agency in accordance with [Annex 2](#_DxCrossRefBm947570886) to this Regulation.
## Article 3 — Authorisations *Regulation (EU) 2023/659* Third country operators shall only engage in commercial air transport operations into, within, or out of the territory subject to the provisions of the Treaties if they comply with the requirements of [Annex 1](#_DxCrossRefBm154916692) and hold an authorisation issued by the Agency in accordance with [Annex 2](#_DxCrossRefBm154916691) to this Regulation.
