CAO.1 General Regulation (EU) 2019/1383 For the purpose of this Annex (Part-CAO): (1) the competent authority shall be: (a) for organisations having their principal place of business in a Member State, the authority designated by that Member State; (b) for organisations having their principal place of business in a third country, the Agency. (2) 'owner' means the person responsible for the continuing airworthiness of the aircraft, including the following persons: (i) the registered owner of the aircraft; (ii) the lessee in the case of a leasing contract; (iii) the operator.
