ARA.FSTD.130 Changes Regulation (EU) No 1178/2011 (a)     Upon receipt of an application for any changes to the FSTD qualification certificate, the competent authority shall comply with the applicable elements of the initial evaluation procedure requirements as described in [ARA.FSTD.100(a) and (b)](#_DxCrossRefBm894736139). (b)     The competent authority may complete a special evaluation following major changes or when an FSTD appears not to be performing at its initial qualification level. (c)      The competent authority shall always conduct a special evaluation before granting a higher level of qualification to the FSTD.
