5.9. Other ATS systems/functions

ED Decision 2023/005/R

This section lists systems/functions which are needed for the ATS provision, but which are not necessarily affected or changed due to the service being provided remotely.

Such systems/functions include:

— presentation of ATS surveillance system(s), (e.g. air situation display(s) or surface movement control display(s)), when available for the particular aerodrome (in accordance with AMC1 ATS.TR.205(c) to Regulation (EU) 2017/373 [4]);

— handling of air traffic service messages (in accordance with ICAO Doc 4444 [14] Chapter 11)[30];

— presentation and updating of flight plan and control data (in accordance with Regulation (EU) 2017/373 [4], ATS.OR.145 and associated AMC and GM);

Note: When an RTC enables the transfer of responsibility of ATS for aerodromes between RTMs within the RTC, it is recommended that an electronic system is used for the presentation and updating of flight plan and control data.

— presentation of the correct time in the format of hours, minutes and seconds in UTC (Regulation (EU) 923/2012 [86], SERA.3401(a));

The ATCO/AFISO needs to have access to all relevant operational data (e.g. AIP information, NOTAMs, manual of operations, etc.) required for conducting the ATS tasks.


[30] With regard to the use of ICAO aerodrome location indicators in the case of remote aerodrome ATS, each aerodrome/ATS unit will keep its designated location indicator and the relevant ATS messages should be rerouted accordingly.
