ED Decision 2025/016/R
NOISE CERTIFICATE CONTENT
This GM provides guidance on the content of a noise certificate that is issued by the competent authority of the Member State of registry to attest the noise certification of an individual aircraft.
The competent authority establishes the noise certificate by completing EASAĀ FormĀ 45. Most of the information for the completion of this Form can be found in the EASA certification noise levels database[48] or in the EASA aircraft typeācertificated data sheet for noise (TCDSN).
The noise certificate contains information for a unique configuration of the aircraft. In particular, the blocks of the noise certificate cannot contain multiple entries corresponding to alternative weight variants, engine variants and/or noise levels for the same aircraft.
If a competent authority issues a noise certificate in a language other than English, it should provide an English translation.
Noise certificate content:
Block āFor use by the State of registryā
This Block contains the name or logo of the competent authority issuing the noise certificate.
BlockĀ 1 State of registry
BlockĀ 1 contains the name of the Member State of registry issuing the noise certificate. This name should match the name in the certificate of registration and certificate of airworthiness.
BlockĀ 2 Noise certificate
BlockĀ 2 contains the title of the EASA Form 45 (āNoise Certificateā).
BlockĀ 3 Document No
BlockĀ 3 contains the unique number allocated by the competent authority of the Member State of registry to allow the identification of the issued noise certificate. This number facilitates any enquiries with respect to the noise certificate.
BlockĀ 4 Registration marks
BlockĀ 4 contains the nationality and registration marks of the aircraft as established by the competent authority of the Member State of registry. The marks should match the ones in the certificate of registration and certificate of airworthiness.
BlockĀ 5 Manufacturer and manufacturerās designation of the aircraft
BlockĀ 5 contains the name of the manufacturer of the aircraft and the designation of the aircraft. This information should match the corresponding one in the certificate of registration and certificate of airworthiness.
BlockĀ 6. Aircraft serial No
BlockĀ 6 contains the aircraft serial number as given by the manufacturer of the aircraft. This number should match the corresponding one in the certificate of registration and certificate of airworthiness.
BlockĀ 7 Manufacturer and manufacturerās designation of the engine(s)
BlockĀ 7 contains the name of the manufacturer and the manufacturerās designation of the installed engine(s) to support the identification and verification of the aircraft configuration.
BlockĀ 8 Manufacturer and manufacturerās designation of the propeller(s)
BlockĀ 8 is completed only for propeller-driven aeroplanes.
It contains the name of the manufacturer and the designation of the installed propeller(s) to support the identification and verification of the aircraft configuration.
BlockĀ 9 Maximum take-off mass (kg)
BlockĀ 9 contains the maximum take-off mass of the aircraft in kilograms (kg), at which the noise levels are certified. The unit ākgā is specified to avoid any misinterpretation.
BlockĀ 10. Maximum landing mass (kg)
BlockĀ 10 is completed for aircraft certified in compliance with ChaptersĀ 2, 3, 4, 5, 12 andĀ 14 of VolumeĀ I of AnnexĀ 16 to the Chicago Convention.
It contains the maximum landing mass of the aircraft in kilograms (kg), at which the noise levels are certified. The unit ākgā is specified to avoid any misinterpretation.
BlockĀ 11 Noise certification standard
BlockĀ 11 contains the reference to the chapter of VolumeĀ I of AnnexĀ 16 to the Chicago Convention in compliance with which the aircraft is certified for noise.
In addition, for aircraft certified in compliance with ChaptersĀ 2, 8, 10 and 11 of VolumeĀ I of AnnexĀ 16 to the Chicago Convention, BlockĀ 11 should include the reference to the section specifying the maximum noise levels (limits) that apply to the aircraft.
BlockĀ 12 Additional modifications incorporated for the purpose of compliance with the applicable noise certification standards
Block 12 contains design changes influencing the aircraftās noise level(s). These are listed in the TCDSN or the EASA certification noise levels database.
BlockĀ 13 Lateral/full-power noise level
BlockĀ 13 is completed for aircraft certified in compliance with ChaptersĀ 2, 3, 4, 5, 12 andĀ 14 of VolumeĀ I of AnnexĀ 16 to the Chicago Convention.
It contains the certified lateral noise level or the certified fullāpower noise level as applicable to the aircraft. This level is provided to the nearest tenth of a decibel (dB) together with the related noise level unit.
BlockĀ 14 Approach noise level
BlockĀ 14 is completed for aircraft certified in compliance with ChaptersĀ 2, 3, 4, 5, 8, 12, 13 andĀ 14 of VolumeĀ I of AnnexĀ 16 to the Chicago Convention.
It contains the certified approach noise level to the nearest tenth of a dB and the related noise level unit.
BlockĀ 15 Flyover noise level
BlockĀ 15 is completed for aircraft certified in compliance with ChaptersĀ 2, 3, 4, 5, 12 andĀ 14 of VolumeĀ I of AnnexĀ 16 to the Chicago Convention.
It contains the flyover noise level to the nearest tenth of a dB and the related noise level unit.
BlockĀ 16 Overflight noise level
BlockĀ 16 is completed for aircraft certified in compliance with ChaptersĀ 6, 8, 11 andĀ 13 of VolumeĀ I of AnnexĀ 16 to the Chicago Convention.
It contains the overflight noise level to the nearest tenth of a dB and the related noise level unit.
For tiltārotors certified in compliance with ChapterĀ 13, this information is provided for the vertical take-off and landing (VTOL)/conversion mode only.
BlockĀ 17 The take-off noise level
BlockĀ 17 is completed for aircraft certified in compliance with ChaptersĀ 8, 10 andĀ 13 of VolumeĀ I of AnnexĀ 16 to the Chicago Convention.
It contains the take-off noise level to the nearest tenth of a dB and the related noise level unit.
Block āRemarksā
This block can be used by the competent authority to provide any information that is relevant to the noise certificate in complement to the information in the other blocks. For example, this block can be used to indicate the corresponding unique record number from the EASA certification noise levels database.
BlockĀ 18 Statement of compliance
BlockĀ 18 contains the statement of compliance of the aircraft with the noise standard as referred to in the noise certificate (BlockĀ 11). This statement is provided by default in EASAĀ FormĀ 45.
