This document is structured as follows:
â Chapter 1 âIntroductionâ presents the purpose, scope, intended readership, structure and background of this document as well as the justification for its development.
â Chapter 2 âDefinitionsâ lists the terms and definitions used in this document.
â Chapter 3 âThe remote aerodrome ATS concept and modes of operationâ provides a general overview of the concept of remote aerodrome ATS with a short historical retrospect and by introducing:
â its main operational modes;
â remote tower centre operations; and
â technical enablers that support remote aerodrome ATS.
Finally, it also lists possible operational applications.
â Chapter 4 âOperational context/applications and related recommendationsâ describes the operational context and applications that have been validated or introduced into operation to date and provides related recommendations. In addition, it includes an overview on some ongoing initiatives which could further contribute to the development of the concept.
â Chapter 5 âOperational and system considerationsâ describes the operational and procedural needs and requirements for remote aerodrome ATS as well as considerations for a remote tower system.
â Chapter 6 âManagement of changeâ provides considerations and guidance related to the change management for the introduction of remote aerodrome ATS, for the fields of safety assessment, human factors assessment, information and cybersecurity, contingency planning, transition/implementation plan and remote tower system constituents.
â Chapter 7 âAerodrome related aspectsâ outlines aspects to take into account for the aerodrome operator. Furthermore, it outlines the coordination needs between the ATS provider and the aerodrome operator.
â Chapter 8 âPossible impact on airspace usersâ shortly discusses how airspace users could be affected by the implementation of remote aerodrome ATS.
â Chapter 9 âAeronautical information products and servicesâ gives indications on information that may need to be included in the various aeronautical information products and services.
â Chapter 10 âQualification, training and licensing considerationsâ describes qualification and training considerations for air traffic controllers (ATCOs), aerodrome flight information service officers (AFISOs) and air traffic safety electronics personnel (ATSEP).
â Chapter 11 âReferencesâ lists the legislation and the documents which have been considered for the development of this document.
â Chapter 12 âAppendicesâ contains all the appendices to this document.
