It is recognised that the completion of a unit
endorsement course in accordance with the requirements set out in Section 3 of
Subpart D of Part ATCO as regards the on-the-job training (OJT) phase may not
be possible in cases where a new ATC unit or sector is established, a new
rating or rating endorsement is established at an ATC unit, or when a
temporary ATC unit reopens.
