(a) A permanent obstacle is a natural or artificial obstacle which
is expected to remain for 1 year or more. Constructions that are expected to
be removed within 1 year are non-permanent, temporary obstacles.
(b) In the case of temporary changes to the obstacle environment,
the competent authority may take the appropriate temporary measures.
(c) In the case of changes to the obstacle environment at a site
located on the territory of another State, the competent authority of the
operator may liaise with the competent authority of that State.
